DEVB TC(W) No. 3/2023, Annex A 5(12)(b)

Digitised tracking of site plant, lifting gear and powered tools

Annex A, clause 5(12)(b), of DEVB TC(W) No. 3/2023 requires a unique digital ID code on every site plant, MEWP, lifting appliance, lifting gear and powered tool. A scan shows its certification, examination and maintenance records, and an overdue item raises an alert. Kodifly supplies the tags, scanning and records on SpatialSense.

What the circular requires, and how sites use it

Clause 5(12)(b)(i) asks for a digitised system that tracks, in real time, the current status of all site plants, Mobile Elevating Work Platforms (MEWPs), lifting appliances, lifting gears and powered tools. Status means the record of test certification, examination, checking and maintenance. The Buildings Department and CIC name the category as site plants, powered tools and ladders.

On site, each item arrives with a tag. A supervisor scans it with a phone before the item is used and sees whether its papers are in date. If they are not, the item is flagged before it is put to work, not after an inspector finds it. The records are kept on the platform and the contractor keeps them up to date.

Typical flow on a Hong Kong site

  1. Tag

Each plant, lifting gear and tool gets a unique digital ID when it arrives.

  2. Load records

Certificates, examination dates and maintenance history go into the platform.

  3. Scan

A supervisor scans the tag before use and sees the current status.

  4. Alert

Outdated or overdue items trigger a pop-up and an alert to supervisors and the Safety Officer.

  5. Update

Once the item is examined or serviced, the record is updated and the alert closes.

Plant and tool tracking, answered

What does the circular require for plant and tool tracking?

A digitised system with a unique ID code on every item, scan access to certification, examination, checking and maintenance records, and an automatic alert when any record is outdated or overdue (Annex A, clause 5(12)(b)).

Which equipment is covered?

All site plants, MEWPs, lifting appliances, lifting gears and powered tools used on the site (clause 5(12)(b)(i)). The Buildings Department and CIC describe the category as site plants, powered tools and ladders.

What triggers an alert?

Outdated certification, or examination, checking or maintenance that is overdue (clause 5(12)(b)(ii)).

Who receives the alert, and how?

Site supervisors and the Safety Officer, by SMS or in-app pop-up. The alert is recorded at the platform for follow-up and shows the equipment ID, scan date and time, and status (clause 5(12)(b)(ii)).

Where are the records kept?

On the centralised management platform, or on a control platform if the contract does not specify a CMP. The contractor updates certification and maintenance records there (clause 5(12)(b)(i)).

How does tracking relate to MEWPs?

The tracking system carries a register of every MEWP on site and whether it has smart monitoring fitted. The register goes in the monthly safety report (clause 5(12)(i)(i)).
