MOM Regulation 36B
Video surveillance system (VSS) for Singapore construction sites
Since 1 June 2024, every Singapore construction worksite with a contract value of S$5 million or more must run a video surveillance system over its high-risk areas. The occupier, usually the main contractor, is responsible. Kodifly installs the cameras, records and keeps the footage, and adds AI alerts so the same cameras help stop incidents.

- S$5M
- contract value from which VSS is mandatory.
- 30
- days of footage kept, or 180 after a reportable incident.
- AI
- alerts on the same cameras, not just recording.

AI alerts on unsafe acts
From site survey to live cameras.
Survey the site
Walk the high-risk areas and plan the camera positions.
Install
Cameras go up on towers, cranes, scaffolds and floors.
Record and keep
Footage is stamped, stored and protected.
Alert
AI flags unsafe acts as they happen, to the supervisor's phone.
Cameras that prevent, not just record.
MOM asks for cameras on the high-risk areas. Kodifly's AI reads the same feeds for missing PPE, people in danger zones and work at height without a harness, and alerts the supervisor. Every alert keeps its clip, date and location.
Proven on real sites.
- 100+

VSS questions
Who must have a video surveillance system?
The occupier of a construction worksite with a contract value of S$5 million or more, usually the main contractor, from 1 June 2024. Office renovation and fit-out works count at the same value. If a site is handed over, the new contractor becomes the occupier.
Which areas need cameras?
Every area where work at height of more than 2 metres, scaffold and formwork work, or excavation and shoring takes place. Also lifting areas, areas where forklifts or excavators run, traffic areas that endanger workers, loading and unloading areas, and confined spaces where a camera can safely go.
What must the cameras record?
Colour images at 1080p (1920 by 1080) or better, at least 12 frames per second, stamped with date, time and camera ID, and exportable as .avi or .mp4.
How long must footage be kept?
At least 30 days, or at least 180 days after a reportable incident. The occupier must prevent tampering and give an MOM inspector a copy on request.
What happens if a site does not comply?
It is an offence under regulation 36B. The fine is up to S$20,000, imprisonment of up to two years, or both.
Does Kodifly deliver a compliant VSS?
Yes. Kodifly surveys the site, installs the cameras, records and stores the footage to MOM's specification, and adds AI alerts. The cameras sit on one dashboard with your permits and inspections.
Is AI required?
No. MOM requires coverage and recording of the listed areas. AI is optional, and eligible SMEs can use the Productivity Solutions Grant for pre-scoped VSS with AI packages.
What about worker privacy?
Footage of people is personal data under the PDPA. Cameras go only where there are safety concerns, never in private areas, and access is limited to authorised people. Kodifly sets this up with your site rules.
