DEVB TC(W) No. 3/2023, Annex A 5(12)(a)

Centralised management platform (CMP) for the Smart Site Safety System

The centralised management platform (CMP) is the one-stop hub of a Smart Site Safety System. It receives, records and displays alerts from every device (DEVB TC(W) No. 3/2023, paragraph 5 and Annex A, clause 5(12)(a)). It runs automatically, allows at least 30 users and keeps data for at least 3 months. Kodifly runs it on SpatialSense, joined to the DWSS.

What the circular requires of the platform

Paragraph 5(c) calls the CMP a one-stop hub for data analysis and alerts, and for follow-up on hazards and abnormalities. Annex A, clause 5(12)(a)(i), asks the contractor to provide and operate it, to respond to, manage and record signals from all 4S components, and to run it in automatic mode. It must work with the contract BIM model. The CMP may be amalgamated with the DWSS.

On a Hong Kong site, the CMP is a live screen in the site office and the same view on supervisors' phones. A trained member of site management watches it during working hours and attends to alerts at once. The contractor draws the monthly 4S report for the Site Safety Management Committee from its records (clause 5(11)).

Platform requirements in Annex A, clause 5(12)(a)

TopicClauseWhat it says
Operation(i)Automatic mode. Compatible with the BIM model. A trained site management person oversees it and attends to alerts promptly.
Continuity(ii)Backup equipment, power, data storage, telecommunication, repair personnel and emergency support.
Display(iii)Video, audio, image and data on one platform. Highlighted pop-up warnings with follow-up actions. At least 30 concurrent users.
Streaming(iv)Real-time distributed event data streaming, and real-time AI video where specified.
Dashboard and training(v)A dashboard with a unique web link, and training for designated management staff.
Access policy(vi)User accounts, support staff access and account management, accepted before delivery.
Storage(vii)Automatic filing of all data, video, audio and images for at least 3 months, hosted at the site office, a data centre or the cloud.
Access(viii)Web browser over HTTPS. No other software or licences.
Security(ix) to (xii)Firewall or VPN for site-hosted servers. Certified data centre and independent auditor report for hosted servers. At least 256-bit SSL. IT security audits to the OGCIO Baseline IT Security Policy.

What each device sends to the platform

Each alert is recorded for follow-up, with the details Annex A names.

DeviceClause 5(12)Recorded at the platform
Plant and tool tracking(b)Equipment ID, date and time of scan, status and record.
Permit-to-work(c)Permit details, and date and time of the expiry alert.
Electronic lock(d)Lock location, date and time, electronic key number.
Mobile plant and tower crane alerts(e)Date and time of encroachment, with video where specified.
AI safety monitoring(g)Alert, response time and video from 1 minute before to 1 minute after.
Confined space monitoring(h)Warnings and response times.
MEWP, putlog and fire detection(i) to (k)Device status or sensor ID, location, date and time, with video for fire.

How Kodifly supplies, installs and runs it

The platform is SpatialSense, so the CMP and the DWSS are one system.

Platform, set-up and operation together

  • SpatialSense as the CMP

  • Joined to the DWSS hub

  • Dashboard with a unique web link

  • Access policy drafted for acceptance

  • Training for designated management staff

  • Hosting set out in the proposal

  • Monthly 4S report from the record

  • Back-up monitoring plan

Centralised management platform, answered

What is the centralised management platform in a 4S?

A one-stop hub for data analysis and alerts, and for follow-up on hazards and abnormalities (paragraph 5(c)). In Annex A it responds to, manages and records signals from every 4S component on the site (clause 5(12)(a)(i)).

Can the CMP be part of the DWSS?

Yes. The circular says it may amalgamate with the DWSS (paragraph 5, footnote 1), and TC(W) No. 8/2025 says it shall where both are adopted (paragraph 7, footnote 1).

How many users must the platform support?

At least 30 concurrent users (clause 5(12)(a)(iii)).

How long must the data be kept, and where?

At least 3 months. Servers may be at the site office or in a data centre or cloud system (clause 5(12)(a)(vii)).

What security does the CMP need?

Firewall or VPN separation for site-hosted servers, at least 256-bit SSL for all network traffic, and IT security audits to the OGCIO Baseline IT Security Policy. Cloud hosting needs an up-to-date independent auditor report, for example for ISO/IEC 27001 (clauses (ix) to (xii)).

Who must watch the platform?

A trained site management person from the contractor, during working hours, who attends to alerts and emergencies promptly (clause 5(12)(a)(i)).

What if a device fails?

The implementation plan must include an alternative monitoring back-up plan for each component (clause 2(1)(d)), and repair or replacement is due within 24 hours of a fault report (clause 5(5)).
