DEVB TC(W) No. 8/2025

DWSS glossary: terms in TC(W) No. 8/2025

This glossary defines the terms used in DEVB TC(W) No. 8/2025 and its Annex A, including DWSS, iCWP, RISC, SDM, EDMS and NEC. Each entry cites the paragraph or annex clause it comes from. Where a term comes from a related DEVB document, the entry names it.

How to read this glossary

The circular and Annex A use full names in most places. Short forms such as SCM are used in this guide for brevity. The circular prevails over any definition here, and each row cites where the wording comes from.

DWSS terms, answered

What does DWSS stand for?

Digital Works Supervision System. DEVB requires it on capital works contracts with a pre-tender estimate above HK$30 million tendered on or after 1 April 2026 (paragraphs 1 and 8).

What is the difference between SCM and SDM?

Smart Construction Management is the data hub for smart site applications. Smart Document Management is the component for formal project documents. Both sit beside Workflow Management (paragraph 7).

Is 4S the same as SSSS?

Yes. DEVB circulars write SSSS for the Smart Site Safety System, and Kodifly's guides write 4S. With a DWSS, the SSSS central platform joins the SCM hub (paragraph 7, footnote 1).

What is the DSR and where is it published?

The Data Standardisation Report for DWSS is published on the DEVB website. The circular calls it a living document that DEVB updates (paragraph 17, Annex A 11.1.5).

Who is the employer's representative?

The Architect, the Engineer, the Supervising Officer, the Project Manager or the like, as defined under the contract (paragraph 13, footnote 3).
