DEVB TC(W) No. 8/2025, paragraph 17 and Annex A 1.7.2

DWSS iCWP integration and the iCWP data standard

Under DEVB TC(W) No. 8/2025, selected DWSS data must be standardised and sent to the Integrated Capital Works Platform (iCWP) according to the Data Standardisation Report for DWSS (paragraph 17). Annex A 1.7.2 adds that all collected data must be available to iCWP by API within 24 hours. Kodifly builds SpatialSense to meet both.

What the circular requires

DEVB is developing the Integrated Capital Works Platform (iCWP) in phases to collect and consolidate data from the DWSS and other digital systems, for continuous monitoring and data analysis (paragraph 17). Selected DWSS data must be standardised and transferred to iCWP according to the Data Standardisation Report for the DWSS (DSR). The circular calls the DSR a living document that DEVB updates as appropriate.

Two Annex A clauses carry the duty. Clause 1.7.2 says all data collected must be available to third-party applications, including iCWP, through an API or web services such as RESTful within 24 hours. Clause 11.1.5 makes the contractor responsible for uploading the required data automatically to iCWP at a daily interval.

The DSR is published on the DEVB website. The current version is 1.2, dated December 2025. Its amendment history lists version 1.0 (February 2023), version 1.1 (June 2024, which added Contract Management and DWSS System Information) and version 1.2, which adds Smart Document Management and NEC Health Check data. The DEVB listing shows the report in English only.

How data reaches iCWP

The route from a site record to the platform, with the clause behind each step.

  1. Register the upload

Department project officers register a new data upload through the iCWP website, which is for government internal access only (DSR 1.5.1).

  2. Capture in original fields

Text, numbers, dates and locations sit in database fields, so records can be indexed, searched and reported (Annex A 1.7.1).

  3. Standardise to the DSR

Each dataset follows the DSR schema. XML is the recommended exchange format (DSR 4.1.1).

  4. Upload daily, expose by API

The contractor arranges the daily upload (11.1.5). All collected data is also reachable by API within 24 hours (1.7.2).

What data flows to iCWP

DSR section 1.6.2 lists the datasets. The figures below are examples from each module, not the full list.

Format rules in DSR section 4

The technical rules a DWSS must follow when it builds the iCWP dataset.

Exchange format
XML recommended, embedded and sent by JSON, SOAP or SFTP (4.1.1)
SFTP file name
Project No-Contract No-Dataset ID-Timestamp.xml, Hong Kong time (4.1.2)
Encoding
UTF-8 recommended, with ISO/IEC 10646 and HKSCS for Chinese characters (4.1.3)
Record identifier
Project No-Contract No-Module-Form-YYYYMMDD-System Gen No (4.2.1)

The DSR leaves out transfer frequency and exception handling. Annex A 11.1.5 sets the daily interval.

How SpatialSense meets the iCWP requirements

Kodifly builds SpatialSense to the clauses below and sets up the iCWP connection as part of the DWSS project.

Built to Annex A

  • Original-format data fields (1.7.1)

  • Data by API within 24 hours (1.7.2)

  • Daily upload to iCWP (11.1.5)

  • API libraries and documentation (11.1.1, 11.4.6)

  • Unique identifier on every record (7.3.2)

  • Interfacing IDs for BIM models (11.1.6)

  • Audit trail for every change (4.3.1)

iCWP integration, answered

What is iCWP?

iCWP is the Integrated Capital Works Platform that DEVB is developing in phases to collect and consolidate data from the DWSS and other digital systems for continuous monitoring and data analysis (paragraph 17).

What is the DWSS data standard?

It is the Data Standardisation Report for DWSS, which sets the datasets, data fields and technical rules for sending DWSS data to iCWP. DEVB publishes it and updates it from time to time. Version 1.2 is dated December 2025.

Does the DWSS have to send data to iCWP every day?

Annex A 11.1.5 makes the contractor responsible for uploading the required data automatically to the dedicated server or location, such as iCWP, at a daily interval, following the formats in the latest DSR.

What does the 24-hour clause mean?

Annex A 1.7.2 requires all collected data to be available to third-party applications, including iCWP, by API or web services within 24 hours. It is an availability duty on the data, separate from the daily upload.

Which data format does iCWP expect?

The DSR recommends XML for exchange, embedded and sent by JSON, SOAP or SFTP, with UTF-8 encoding (4.1.1 and 4.1.3). Use the latest DSR version on the DEVB website, because the circular calls it a living document.

Does an older DWSS need to change for DSR 1.2?

Paragraph 1 says contracts tendered before 1 April 2026 implement the enhancements as far as practicable. Version 1.2 adds Smart Document Management and NEC Health Check data, so check your contract and the employer's representative.
