DEVB TC(W) No. 8/2025, Annex A 7.5.1(v)
DWSS Labour Return module: G.F. 527
The Labour Return module is the fifth mandatory DWSS module in DEVB TC(W) No. 8/2025 (Annex A 7.5.1(v)). It must carry every data field of the active G.F. 527, the monthly return of site labour deployment and wage rates, and pull labour figures from the Site Diary. Kodifly delivers it in SpatialSense.
What the module is
Annex A 7.5.1(v)(a) says the Labour Return Record refers to G.F. 527 under DEVB TC(W) No. 3/2003A, the Monthly Return of Site Labour Deployment and Wage Rates for Construction Works. The forms must include all data fields in the active G.F. 527 (7.5.1(v)(b)).
The module must calculate project-specific fields and dates automatically, avoid repeated entry of similar fields (7.5.1(v)(c)), and retrieve labour resource information from the Site Diary or Site Record Book (7.5.1(v)(d)). Output must be configurable to the standard form, with G.F. 527 named as the example (10.3.6).
G.F. 527 fields in the iCWP dataset
The DSR (section 4.7, tables 4-29b and 4-29c) lists the fields. Both G.F. 527 Rev. 1/2003 and Rev. 1/2017 forms are transferred.

Workflow and who signs
Annex A 7.5.1(v)(e) names four steps. The DSR form fields show three roles on the return. The workflow agreed with the employer's representative sets the actual route (7.4.4).
Manual input
Annex A lists manual input as the first step, alongside automatic retrieval of labour figures from the Site Diary (7.5.1(v)(d), (e)).
Submit
The agent of the contractor completes the return and submits it through the workflow (7.5.1(v)(e)).
Acknowledge
The IOW or COW records a checked date on the return, and the acknowledgement is logged. Each action is time-stamped (7.3.8).
Respond to enquiry
Enquiries on the return are answered inside the workflow, so the history stays with the record (7.5.1(v)(e)).
How SpatialSense does it
SpatialSense is built to Annex A 7.5.1(v), and Kodifly delivers it as part of the complete DWSS.

Labour Return module, answered
Which form does the Labour Return module use?
G.F. 527, the Monthly Return of Site Labour Deployment and Wage Rates for Construction Works, under DEVB TC(W) No. 3/2003A (Annex A 7.5.1(v)(a)).
Must every G.F. 527 field be included?
Yes. The forms must include all data fields listed in the active G.F. 527 (7.5.1(v)(b)). The DSR transfers both the Rev. 1/2003 and Rev. 1/2017 versions to iCWP.
Where do the labour numbers come from?
The Labour Return forms must allow automatic retrieval of labour resources information from the Site Diary or Site Record Book (7.5.1(v)(d)).
What statistics must the module show?
An analytical summary and status of the number of labour deployed and the wage rates of workers (7.5.1(v)(f)).
What does iCWP receive?
DSR section 4.7 sets two datasets. One is the number of labour employed in a period. The other is the wage rates of workers per trade, drawn from the G.F. 527 forms.
Does it apply to ArchSD contracts?
The DSR says its Labour Return template does not apply to ArchSD contracts and that a system-to-system interface with ArchSD's eIRS may need to be considered (DSR 2.6.2).
