DEVB TC(W) No. 8/2025, Annex A 7.5.1(vi)

DWSS contract management module: NEC and Health Check data

The Contract Management module is the sixth mandatory DWSS module in DEVB TC(W) No. 8/2025 (Annex A 7.5.1(vi)). It runs compensation events, Project Manager's Instructions, early warnings, programme and payment workflows, and since this circular must hold NEC Health Check data. Kodifly delivers it in SpatialSense.

What the module is

Annex A 7.5.1(vi)(a) says Contract Management covers workflow processes such as Compensation Event, Project Manager's Instruction, Early Warning, programme and payment, as set out in the contract documents and the matching contract forms such as the New Engineering Contract (NEC). The payment workflow must follow the corresponding Payment Certificate.

Paragraph 6(b) of the circular enhances the module to include Health Check data for NEC projects, for proactive monitoring of contract performance and risk management. In the DWSS filing format the records use the type code CM, with sub-types PMI, CE, EW and IP (interim payment) (7.3.4).

Fields by workflow

Annex A 7.5.1(vi)(c) sets the contents of each workflow.

WorkflowFields Annex A requires
Compensation Event, Project Manager's Instruction, Early WarningTitle and reference number, description, justification, dates (submission, response, implementation, closing), cost and time implication, supporting documents
PaymentFinancial data in Payment Certificates, interim assessment of the Contractor's share (NEC Option C and D), supporting documents
ProgrammeContract Key Dates and Completion Dates, planned Key Dates and Completion Dates, supporting documents
Key contract informationContract number, title and scope. Financial data such as Approved Contract Sum, Price for Work Done to Date and Fee Percentage. Key dates. NEC Health Check data

Workflow and who signs

Annex A does not name signatories. The NEC roles appear in the DSR measures, and the workflow agreed with the employer's representative sets the route (7.4.4).

  1. Notify or warn

The Contractor or the Project Manager raises an early warning or notifies a compensation event. The DSR counts each by initiator.

  2. Respond and quote

The Project Manager accepts or rejects a notified event and instructs a quotation. The DSR tracks quotation submission and assessment times.

  3. Implement or close

The event is implemented with its cost and time effect, or closed. Dates are held for each stage (7.5.1(vi)(c)).

  4. Pay and update

Payment follows the Payment Certificate workflow. Key financial and date data update through the workflow (7.5.1(vi)(b), (d)).

NEC Health Check data in the DSR

DSR version 1.2 (December 2025) adds NEC Health Check data. It has six parts, G1 to G6.

PartWhat it holds
G1 Contract general informationDepartment and division, contract details and personnel, NEC version and options, contractor and consultant
G2 Financial performanceTender and contract prices, price variations, pain and gain share, expenditure percentages, compensation event cost impacts
G3 Time performanceContract duration and time elapsed, completion dates, sectional completion, key dates, extension of time
G4 Programme managementProgramme submission and acceptance, revision intervals, processing times
G5 Early warningsTotals by source, closure rates, age of open warnings, resolution times
G6 Compensation eventsNotification, implementation rates, processing timelines, cost and time implications, age of pending events

Contract Management module, answered

What does the Contract Management module cover?

Compensation Events, Project Manager's Instructions, Early Warnings, programme and payment workflows, as set out in the contract documents and forms such as NEC (Annex A 7.5.1(vi)(a)).

What is new for NEC contracts?

Paragraph 6(b) adds Health Check data for NEC projects, and Annex A 7.5.1(vi)(d)(iv) lists NEC Health Check data among the key contract information the module must hold and update through workflow.

Does it handle payment?

Yes. The workflow stated in the corresponding Payment Certificate must be incorporated, including the interim assessment of the Contractor's share under NEC Option C and D (7.5.1(vi)(b) and (c)).

What statistics must it show?

Compensation Events, Project Manager's Instructions, Early Warnings, updated financial status, Completion Dates and NEC Health Check data (7.5.1(vi)(e)).

Which contract forms does iCWP expect?

The DSR basic information lists the contract form as GCC, NEC3, NEC4 or the NEC Hong Kong Edition, with the main options.

Is the programme file sent to iCWP?

The DSR collects the raw project programme file, such as a Primavera or Microsoft Project file, for big data analytics purposes only.
