DEVB TC(W) No. 8/2025, Annex A
How to choose a DWSS
Choose a DWSS by testing it against Annex A of DEVB TC(W) No. 8/2025, because the circular sets requirements and does not name products. Ask each vendor to show all six mandatory modules, Smart Document Management, the iCWP data flow, security and backup, AI and the delivery timeline. This guide lists the tests and how Kodifly answers each.
Start from the circular, not the brochure
The circular lays down what a DWSS must do. It does not approve products. The employer's representative reviews the contractor's proposal against the contract specification before accepting it (paragraph 13), and the DWSS is a standard item in technical audits (paragraph 16). So the practical test is simple. Can the vendor show each Annex A requirement working, before the contract starts?
The table gives nine criteria. Ask for a live demonstration of each, not a slide. Annex A 3.1.1 expects a live demonstration within one month of commencement anyway.
Nine evaluation criteria
| Criterion | Annex A test | Ask the vendor | How Kodifly answers |
|---|---|---|---|
| Six modules | 1.2.1, 7.5 | Show RISC, Site Diary, Safety, Cleansing, Labour Return and Contract Management live | All six are live in SpatialSense |
| Document management | 9, paragraph 11 | Does it replace a separate EDMS, including external reviewers by email? | Smart Document Management is part of SpatialSense |
| iCWP data | 1.7.2, 11.1.5 | Which DSR version? Daily upload? API documents? | Built to Annex A, with the iCWP link set up in the project |
| Mobile access | 1.6.3, 5.7.3 | Is the app native on iOS and Android? Does it work offline? | Web, iOS and Android apps |
| Security and backup | 4.1, 4.2, 2.4 | Show auditor reports, a restore test and the recovery point | Security, backup and audit trail built to Annex A |
| AI | 1.5.1, 1.5.2 | Which AI features? How are they documented under our privacy policy? | AI built in, with reports drafted by SpatialSense AI and reviewed by your team |
| Timeline | 3.1 | Demo in one month, proposal in eight weeks, live in three? | The same timeline |
| Handover | 11.2 | Show a sample handover package: SQLite files, PDFs and register | Built to 11.2 and the handover duties in paragraph 15 |
| Site data | 8, 1.3 | Who supplies and installs the devices that feed the hub? | Kodifly delivers software, devices and installation as one project |
Red flags
Signs that a proposal may not meet the circular.
Modules and documents
- A separate EDMS offered as an add-on, when paragraph 11 says Smart Document Management replaces it
- Fewer than six modules, or modules shown only as mock-ups
- No answer on NEC Health Check data for NEC contracts (7.5.1)
Data and integration
- No mention of the Data Standardisation Report or its version
- Data released only on request, with no API (1.7.2, 11.1.1)
- No handover plan for databases, PDFs and register (11.2)
Security and AI
- No independent auditor reports for cloud hosting (2.3.2)
- Backups never restored in a test (4.2.6)
- AI features that are not documented in the proposal (1.5.2)

Choosing a DWSS, answered
Is there an approved list of DWSS products?
The circular sets requirements in Annex A and does not name products. The employer's representative reviews each contractor's DWSS proposal against the contract specification (paragraph 13).
What should I ask in a DWSS demonstration?
Ask to see all six mandatory modules working with their Annex A fields (7.5), the Smart Document Management reviewer flow (9.7), the iCWP dataset (1.7.2) and the handover package (11.2).
Does it matter where the DWSS is hosted?
Annex A allows a site office, an external data centre or the cloud (2.1.1). Cloud hosting needs up-to-date independent auditor reports (2.3.2) and a daily local copy if it is software as a service (4.2.7).
How long should it take to go live?
Annex A 3.1 asks for a live demonstration within one month, a proposal within eight weeks and commissioning within three months, or as agreed with the employer's representative.
Who owns the data?
All data in the DWSS becomes the property of the HKSAR Government, and the DWSS is licensed under "HKSAR Government" (11.3.1, 11.3.3). Ask how a vendor's terms fit that.
Does the cheapest option comply?
Cost is not a compliance test. The estimated cost would normally not exceed HK$1.5 million or 1% of the pre-tender estimate, whichever is higher, with a cap of HK$10 million (paragraph 12). Compare proposals against Annex A first.
