DEVB TC(W) No. 8/2025, Annex A 7.5.1(i)
DWSS RISC module: Request for Inspection / Survey Check
The RISC module is the first of six mandatory DWSS modules in DEVB TC(W) No. 8/2025 (Annex A 1.2.1 and 7.5.1(i)). It digitises the Request for Inspection of Works form, follows the approved Inspection and Test Plan, keeps every resubmission linked, and reports status on a dashboard. Kodifly delivers it in SpatialSense.
What the RISC module is
Annex A 7.5.1(i) points the RISC form to Appendix 7.82A (GCC) and Appendix 7.82B (NEC) of the Project Administration Handbook 2024, "Request for Inspection of Works". ArchSD contracts use Form D/COW.006 for COW and Form D/BSI.006 for BSI, or another relevant form for the same purpose.
Submission and approval must also follow the approved Inspection and Test Plan of the relevant works activity. The requesting officer can submit and resubmit until the inspection is certified completed, and the linkage of inspection history and resubmissions must be recorded for search and retrieval.
Fields, records and rules
| Item | What Annex A requires | Clause |

| Record identifier | Module, type, six-digit serial and revision, for example RISC/SUR/000001A. Types include SUR (survey) and SI (site inspection) | 7.3.3, 7.3.4 |

| Process time | User assignment and time stamp recorded along the workflow | 7.4.6 |
| Overdue alerts | Email or push alerts for overdue actions and irregularities | 7.4.3 |
Workflow and who signs
Annex A sets the stages. The workflow is agreed with the employer's representative within six weeks, and the forms are set up within three months (7.4.4). That agreement names the people.
Draft and submit
The requesting officer drafts on the app or browser (7.3.6), then assigns the form to the next reviewing party (7.4.1).
Review or reject
The assigned party approves, rejects or responds on the app or browser (7.4.5). Each action is time-stamped.
Resubmit with history
A rejected request is resubmitted as a new revision, linked to the earlier ones (7.3.7, 7.5.1(i)(d)).
Certified complete
The request closes when the inspection is certified completed (7.5.1(i)(c)).
Inspection status dashboard
Annex A 7.5.1(i)(f) lists what the RISC summary must show. The DSR adds the iCWP measures.
| Annex A dashboard item | Example iCWP measure (DSR 4.3) |
|---|---|
| Overdue actions | Number of overdue RISC forms in a period |
| Completed, incomplete and outstanding inspections | Number completed, incomplete and outstanding in a period |
| Passing and failing rate | Passing and failure statistics, and first-inspection failure rate |
| Process time analytics | Average elapsed time, and total delayed approvals |

RISC module, answered
What does RISC stand for?
Request for Inspection / Survey Check. It is the first of the six mandatory DWSS modules (Annex A 1.2.1 and 7.5.1(i)).
Which form does the RISC module replace?
It digitises the Request for Inspection of Works form in the Project Administration Handbook 2024, Appendix 7.82A for GCC and 7.82B for NEC. ArchSD contracts use D/COW.006 or D/BSI.006.
Can a submitted RISC form be edited?
No. Submitted, reviewed or approved records are locked. Changes happen only through rejection and resubmission, which supersedes the earlier record (7.3.7 and 7.4.2).
Do photos have to come from the same device?
Yes. Only photos captured by the same device can be inserted into DWSS forms and records, and date, time and GPS location are stored with them (7.4.7 and 7.4.9). GPS can be exported to HK80 coordinates.
What data does RISC send to iCWP?
DSR section 4.3 lists non-conformance and urgent counts, average elapsed time, revisions, overdue forms, completion status, passing and failure statistics, delayed approvals, first-inspection failure rate and raw data.
Who approves a RISC form?
Annex A does not name signatories. The workflow agreed with the employer's representative within six weeks sets who reviews and certifies, and each approval is time-stamped with the approver (7.4.4 and 7.3.8).
