DEVB TC(W) No. 1/2026

TC(W) No. 1/2026: who must adopt the Co-supervision Platform, and how scope is vetted

DEVB TC(W) No. 1/2026, issued on 8 January 2026, requires capital works contracts with a pre-tender estimate above HK$400 million, tendered on or after 1 April 2026, to adopt the Co-supervision Platform (paragraph 10). Until March 2028, the proposed scope and draft tender provisions go to DEVB's Works Policies 4 Section for vetting (paragraph 15). Kodifly delivers the capture the scope calls for.

The rule in brief

DEVB Technical Circular (Works) No. 1/2026, Co-supervision Platform for Smart Construction Management, was signed by the Permanent Secretary for Development (Works) on 8 January 2026 and took immediate effect (paragraph 2). It is read together with TC(W) No. 8/2025 on the Digital Works Supervision System (paragraph 3).

The policy is in paragraph 10. Capital works contracts with a pre-tender estimate exceeding HK$400 million and tendered on or after 1 April 2026 shall adopt the Co-supervision Platform (CSP). Other new or ongoing capital works contracts are encouraged to adopt it as far as practicable. Footnote 2 says this includes contracts at or below HK$400 million, contracts tendered before 1 April 2026, and capital subventions contracts under Head 708.

Paragraph 11 confirms the requirement covers Design-Bid-Build, Design-Build and Design-Build-Operate contracts. Bureaux and departments may also adopt the CSP in maintenance and term contracts where applicable.

The mandate has a history. The Works Policies Coordination Committee supported it in March 2025, after pilots in site formation, deep excavation, building works including MiC, sewage treatment facilities, water infrastructure, and landslip prevention and mitigation works (paragraph 9).

From tender preparation to site, the paragraph 14 and 15 route

  1. Paragraph 10

    Check the threshold

Confirm the pre-tender estimate and tender date. Above HK$400 million and on or after 1 April 2026 means the CSP is mandatory.

  2. Paragraph 14

    Define the scope

Choose the CSP functions that suit the works, using DEVB's sample specifications and consulting Works Policies 4 Section.

  3. Paragraph 15

    Submit for vetting

Send the proposed scope and draft tender provisions to Works Policies 4 Section, until March 2028 or a date DEVB announces.

  4. Paragraph 14

    Write it into the contract

Include the requirements for procuring the hardware and software, so the contractor can implement the CSP during construction.

  5. Paragraph 16

Deliver and link to the DWSS

Install, accept and run the system, connected to the DWSS Smart Construction Management hub, under the DWSS acceptance, handover and audit rules.

Exemptions and cost

Paragraph 17 allows an exemption only on exceptional grounds, such as a short construction period, changing site locations or minimal works content. The project office must obtain policy consent from Works Policies 4 Section. The grounds listed relate to the contract's duration, location and content.

The circular sets no cost figure. Under paragraph 14, the hardware and software for the CSP, including supply, installation and acceptance testing, are procured in the works contract using DEVB's sample specifications. The scope chosen at tender stage drives what is bought.

Where a contract devises a new smart solution for site supervision or contract administration, paragraph 14 requires the project office to specify interoperability with the CSP.

What Kodifly delivers against the scope

  • Capture planning at tender

We map the CSP functions in your scope to fixed-point and fixed-route capture, so the tender provisions describe what the site needs.

  • Hardware, installed

ScanStation K4DL-1000, fixed-route drone LiDAR, cameras, sensors and edge units, installed and commissioned by Kodifly engineers.

  • DWSS on the same project

SpatialSense is a DWSS under TC(W) No. 8/2025. The CSP connects with its Smart Construction Management hub.

Scope and vetting questions

Which contracts must adopt the Co-supervision Platform under TC(W) No. 1/2026?

Capital works contracts with a pre-tender estimate exceeding HK$400 million and tendered on or after 1 April 2026 (paragraph 10). The requirement covers Design-Bid-Build, Design-Build and Design-Build-Operate contracts (paragraph 11).

Can smaller or earlier contracts adopt it?

Yes. Other new or ongoing capital works contracts are encouraged to adopt the CSP as far as practicable, including those at or below HK$400 million, those tendered before 1 April 2026 and capital subventions contracts under Head 708 (paragraph 10 and footnote 2). Maintenance and term contracts may adopt it where applicable (paragraph 11).

Who vets the CSP scope?

Project offices submit the proposed CSP scope and draft tender provisions to the Works Policies 4 Section of DEVB for vetting. This applies from 8 January 2026 until March 2028 or a date DEVB announces (paragraph 15).

Where are the sample specifications?

DEVB has a set of sample specifications covering procurement of the system hardware and software, including supply, installation and acceptance testing, on the Works Branch Intranet for bureaux and departments (paragraph 14).

On what grounds can a contract be exempted?

On exceptional grounds, such as a short construction period, changing site locations or projects with minimal works content, provided policy consent is obtained from DEVB's Works Policies 4 Section (paragraph 17).

How does the CSP relate to the DWSS?

TC(W) No. 1/2026 is read with TC(W) No. 8/2025 (paragraph 3). The CSP connects with the DWSS Smart Construction Management hub (paragraph 8), and the DWSS rules on acceptance, handover, technical audit and the iCWP interface apply to it (paragraph 16).

Does the circular state a budget for the CSP?

No cost figure is stated. Paragraph 14 says project offices incorporate the requirements for procuring the hardware and software into their contracts, based on the selected scope.
