LC Paper CB(1)749/2026(02), paragraph 40

Body-worn camera requirement on Hong Kong public works: who wears it, from when and why

Since June 2026, DEVB has required the frontline personnel of resident site staff and of contractors, on all public works contracts, to be equipped with body-worn video cameras (BWVC) during site inspections (LC Paper No. CB(1)749/2026(02), paragraph 40). The stated aims are site supervision, safety management, quality control and works progress monitoring. Kodifly delivers the helmet camera and the dated inspection record.

What DEVB has required

The requirement is stated in two official places. Paragraph 40 of LC Paper No. CB(1)749/2026(02), prepared for the Legislative Council Subcommittee to Study the Promotion of Occupational Safety and Health, says DEVB has required the frontline personnel of resident site staff (RSS) and contractors in all public works contracts to equip with BWVCs during site inspections since June 2026.

The second is LCQ13, a written reply by the Secretary for Development, Ms Bernadette Linn, to the Legislative Council on 24 June 2026. It says DEVB has recently required the frontline staff of resident site staff and contractors to equip with BWVCs during site inspections. The reply gives the reason: the technology has matured and BWVC use has become increasingly common in the construction industry.

Neither source gives a day in June, and neither sets a contract value threshold. The duty is for site inspections, not a whole shift. DEVB has published no camera specification in these papers, so the clause in your contract governs.

Who counts as frontline

The papers do not define "frontline". Resident site staff are the supervising team on site, and paragraph 39 notes that some are employed directly by consultants. - Ask your project office which posts your contract means. Then count the people who inspect in a typical week, because each needs a camera at the time of inspection.

How Kodifly delivers it

  • A camera for each inspector

The 360 helmet camera is worn on the body, hands-free, and records the whole scene of the inspection.

  • A dated record

Each walk lands on the floor plan with date, time and capture ID, and links to the inspection request and site diary.

  • One DWSS

The record joins SpatialSense, a DWSS built to Annex A of TC(W) No. 8/2025.

Body-worn camera requirement questions

Who must wear a body-worn camera on Hong Kong public works?

The frontline personnel of resident site staff and of contractors, on all public works contracts (LC Paper CB(1)749/2026(02), paragraph 40). The papers do not define "frontline", so confirm the posts with your project office.

Since when has DEVB required body-worn cameras?

Since June 2026 (paragraph 40). The Secretary for Development announced it in a written reply to the Legislative Council on 24 June 2026, which says DEVB "recently" made the requirement. No official source gives a day.

Which contracts does the requirement cover?

All public works contracts (paragraph 40). Unlike the Smart Site Safety System, which applies above HK$30 million, the papers state no contract value threshold for body-worn cameras.

When must the camera be worn?

During site inspections (paragraph 40). The papers do not ask for recording through a whole shift.

Why did DEVB introduce the requirement?

To enhance site supervision, safety management, quality control and works progress monitoring (paragraph 40). DEVB says the technology has matured and BWVC use has become common in the industry.

Is there an official camera specification?

DEVB's public papers give no weight, battery, storage, resolution or retention figures. The clause in your contract governs, and the contract specification guide lists the items to check.

Is it part of the Smart Site Safety System?

No. The LCQ13 reply raises it alongside the Smart Site Safety System (4S), but it is a separate DEVB requirement. The 4S rules are in TC(W) No. 3/2023.

Does it apply to private sites?

The papers speak only of public works contracts. A private client sets its own terms in the contract, and Kodifly delivers the same system for both.
