Contract clause, not a DEVB specification

BWVC contract specification: the items to check in your clause

DEVB's public papers set no body-worn video camera (BWVC) specification, so the clause in your public works contract governs (LC Paper No. CB(1)749/2026(02), paragraph 40). Contracts commonly set weight, recording hours, resolution, storage, encryption, retention, upload and time stamp. Kodifly answers each item for its 360 helmet camera and SpatialSense, against your clause.

DEVB gives no specification

Paragraph 40 of LC Paper No. CB(1)749/2026(02) and the Secretary for Development's reply of 24 June 2026 state the requirement and its four purposes. They give no weight, battery, storage, resolution or retention figure. Each contract sets its own.

The table lists items that BWVC clauses commonly set. They are prompts for you to check, not DEVB values, and no figure here comes from DEVB. Read your clause, mark which items it sets, and note the figure it gives.

Specification items to check in your clause

Check each item against the clause. The last column shows how Kodifly answers it.

How to check your clause

  1. Find the clause

Locate the BWVC requirement in the specification or the employer's requirements.

  2. Mark each item

Tick the items in the table that the clause sets, and copy the figure it gives.

  3. Ask for what is missing

Where the clause is silent, ask the project office before tender, and write the answer down.

  4. Name the camera

Name the camera in your tender submission. Kodifly will help you word it.

What Kodifly delivers against the clause

  • The camera

The 360 helmet camera is worn on the body, hands-free, and records the whole scene of the inspection.

  • The record

SpatialSense dates the footage, places it on the floor plan and links it to the inspection request and site diary.

  • The point-by-point answer

Send us the clause. We answer it item by item before the demo.

Contract specification questions

Does DEVB publish a body-worn camera specification?

Not in its public papers. LC Paper CB(1)749/2026(02), paragraph 40, states the requirement and its purposes without weight, battery, storage, resolution or retention figures. The clause in your contract governs.

Which items do BWVC clauses commonly set?

Weight, recording hours, resolution, storage, encryption, retention, upload method and time stamp. These are items to check in your clause. DEVB has not set values for them.

Can a helmet-mounted 360 camera satisfy a BWVC clause?

A helmet-mounted 360 camera is worn on the body, hands-free, and records the whole scene of the inspection. Check whether your clause names a mounting position, and name the camera in your tender submission.

How does SpatialSense answer the time stamp item?

Every capture carries its date, time, position on the floor plan and capture ID. The record links to the inspection request that approved the works.

How is footage protected?

SpatialSense is built to DWSS Annex A security, which asks for encryption in transit and at rest (4.1) and an audit trail of add, edit and delete actions (4.3.1). Footage sits behind the project login.

Who decides the retention period?

Your contract. SpatialSense follows it. The Personal Data (Privacy) Ordinance asks that footage of identifiable people is not kept longer than the purpose needs (DPP 2(2)).

What if my clause sets a figure Kodifly has not confirmed?

Send the clause. Kodifly answers it point by point before the demo, so you know where each figure stands before you submit.

Send us your body-worn camera clause

Tell us the contract and clause. We will answer it item by item before the demo.
